Our infrastructure planning services are tailored to meet the individual needs of the client, and include engineering evaluations, water and wastewater utility assessments, master planning, engineering evaluations, hydraulic modeling and utility analyses.

City of Hollywood Water, Wastewater and Stormwater Master Plans
Subconsultant to all three teams responsible for the most recent Master Plans (2023) for the City of Hollywood.
Provide technical assistance related to the development of the master plans including data analysis, hydraulic model development and calibration, capital project development and coordination and QA/QC. The master plans are still ongoing and are scheduled to be completed in 2023.

Town of Davie Water and Wastewater Master Plan
Town of Davie (Town) completed its most recent Water and Sewer Utility Master Plan in 2007. The 2007 Master Plan evaluated the Town’s water and wastewater systems’ treatment capabilities and regulatory standing, performed a water distribution model, and outlined a needs assessment for the water and sewer systems. The Town requested that Carollo Engineers, Inc., and its subconsultant Tobon Engineering review, update, and expand on the 2007 Master Plan to deliver a Utilities Comprehensive Master Plan. The primary goal of the Utilities Master Plan was to document and evaluate the Town’s existing water, wastewater, and reclaimed systems and provide recommendations for future infrastructure and treatment improvements to meet the Town’s level of service goals. The Utilities Master Plan included updates to the potable water hydraulic model and the creation of a wastewater hydraulic model. Changes to the Town’s infrastructure and demands required updating of the model, which was last revised in 2009. The Utilities Master Plan also includes an assessment of the water and wastewater treatment facilities and reclaimed water system. As the last rate study occurred in 2007, the Plan also included a new water, wastewater, and reclaimed rate study. Tobon Engineering served as a technical reviewer for the water and wastewater hydraulic models being developed for the Town of Davie. Additional scope of work included, water, wastewater and reclaimed data analysis, diurnal development, created water, wastewater and reclaimed water projections based on anticipated growth and development of a reclaimed water expansion framework. Also assisted with the development of the 20-year Capital Improvement Plan.

Leone-Vaitogi Wastewater System Feasibility Analysis, American Samoa Power Authority, Pago Pago, American Samoa
Team lead for the feasibility of extending wastewater services to the Leone and Vaitogi areas in Pago Pago. The feasibility study includes options for the installation of new sewer mains, pump stations, and a wastewater treatment plant. An evaluation of the existing wastewater treatment plant is included in order to determine treatment capacity and effluent water quality requirements.

Palm Beach County Water Utilities Reclaimed Water Master Plan
Palm Beach County Water Utilities requested that Brown and Caldwell and its subconsultant Tobon Engineering create a Reclaimed Water Master Plan. The primary goal of the Master Plan was to document and evaluate the reclaimed water system and provide recommendations for future infrastructure and treatment improvements. Both Counties were constrained in their reclaimed water systems by fiscal issues and contractual obligations which complicated the master plan analysis. Another complex aspect of the project was the integration of the Palm Beach and Broward Counties reclaimed water systems for the delivery of reclaimed water to customers in the southern portion of Palm Beach County. Tobon Engineering scope of work included wastewater and reclaimed data analysis, hydraulic modeling, development of a reclaimed water delivery strategy, diurnal development and demand projections based on anticipated growth. As a result of the analysis in the master plan, Palm Beach County Water Utilities has created a 10 year $ 50 Million reclaimed water CIP.


Canandaigua VA Medical Center Wastewater Treatment System Evaluation
Tobon Engineering evaluated options to replace the existing wastewater treatment plant at the Veterans Administration Hospital Complex in Canandaigua, New York. The wastewater treatment plant was near the end of its useful life and the government needed options to meet future wastewater demands. The engineering evaluation included new wastewater system layout, preliminary design to connect to the County wastewater transmission system, and rehabilitation of the existing wastewater treatment plant. The engineering evaluation also included site investigation and field measurements for all aspects of preliminary design requirements including utility locations, proper spacing of equipment, and proper tie in locations. Tobon Engineering developed costs for all Mechanical, Electrical, Site/Civil, and Architectural work associated with this project in order to determine cost benefit with recommended options.
Yap State Water and Wastewater Treatment System Evaluation

Tobon Engineering served as design reviewer for the replacement of the water distribution within the Lake Osborne Estates area in Lake Worth Beach. The goal of the design review was to mitigate risk and promote a quality design product. As a subconsultant Mr. Tobon and Mr. Galicki performed a comprehensive 30,60 and 90 percent review of the bid documents to ensure minimal potential for change orders. The review of the design was based on City of Lake Worth Beach design standards and best industry practices, more importantly the over 50 years of water engineering experience of the two reviewers.
Miccosukee Service Plaza Wastewater Treatment Membrane Bio Reactor and Water Treatment Reverse Osmosis
Preliminary Design Report and Design Criteria Package

As a subconsultant Tobon Engineering lead the development of a Preliminary Design Report which evaluated wastewater and water treatment options to serve the proposed Miccosukee Service Plaza in Broward County. Options considered for the wastewater system included several biological and membrane treatment systems including the use of an effluent reuse system for toilet flushing. Wastewater effluent disposal options were also evaluated based on permitting requirements, cost and operations. Water treatment options considered included nano and reverse osmosis filtration systems. Based on the Preliminary Design Report a set of design build criteria packages were developed.
